    Custodianship Query – I submitted a study permit application for a minor (outside Canada). Minor’s both parents are inside Canada. Father is on a closed work permit (valid for 3 years) and the mother is on implied status (SOWP submitted).

    The officer requested the following:

    1. Parent Consent Letter: Completed consent of Custodianship
    2. Parent Authorization to Travel: Signed letter of authorization from the non accompanying parent(s) authorizing your travel to Canada. Must be accompanied by a copy of their passport or national id clearly showing their signature.

    I am clear on #2 but not sure what is officer requesting in #1. Custodianship form IMM5646 is NOT APPLICABLE in this case as both parents are in Canada. Further, this form can be signed by PR/Citizen only and the parents are on temporary status in Canada.

    Please advise. I am given just 7 days to respond.

    How is the child going to travel to Canada? If both parents will pick the child up, then include an explanation letter. However, if one of the parents or another person will bring the child, the parents need to issue a consent letter.

    I am clear on Consent Letter. I did not understand about “Custodianship” part. What is officer expecting in Custodianship Documents.
