    Hello,
    My potential client wants to sponsor his common-law partner, however he hasn’t filed taxes for 2023 yet. Can he still apply with 2022 NOA? Another issue is that he is self employed and he wrote off so much (probably to avoid paying taxes, but we are not here to judge this) that his total income (line 15000) is only around 13.000. Would this be an issue for IRCC?

    It is in their best interest to file taxes ASAP and then apply. They can talk to an accountant to resolve this issue.

    Common-laws are exempt from MNI. However, they must show A39 does not apply to them (financial inadmissibility)
