I understand based on IRPA 243.1 as quoted below

243.1 The following documents, held by a foreign national, are cancelled when a removal order is made against that foreign national :
(a) a temporary resident visa;
(b) an electronic travel authorization; and
(c) a temporary resident permit.
Unquote
that a student receiving a departure order will get their TRV cancelled. So even if they have had a valid 10-year TRV prior to the cancellation, they cannot travel to Canada as a visitor using the TRV. If they want to travel to Canada again, they have to apply for a new TRV.
